US BLM Cliffside Plant Downtime

The US BLM Cliffside facility production (>10% of global supply) has been down for the last 2 weeks, which follows on from maintenance downtime in April. It should restart in the coming days after a derime process (de-icing) is completed but the plant has been prone to downtime in the past. The plant has been producing at a significantly lower rate this year since February and over that period, flows to the pipeline have been even lower, likely due to weak demand.
