Recognising helium's importance as a key material in China's "14th Five-Year Plan," the Heihe Municipal Committee, and local government have strategically harnessed Russian oil and gas resources to facilitate efficient customs clearance and transport of liquid helium through the Heihe Free Trade Zone. This initiative aligns with a broader vision of fostering energy trade integration between China and Russia, as Russia emerges as a major global helium supplier with the potential growth from the Amur gas plant.
